Details:

By default, users must have local administrator permissions on their devices to install language accessory packs for Office. A policy setting is now available that you can enable to allow users to install language accessory packs, even if they don’t have local administrator permissions. This policy setting is named “Allow users who aren’t admins to install language accessory packs” and is available in Group Policy and in the Office cloud policy service.
This policy setting applies to the following products:
Word
Excel
PowerPoint
Outlook
OneNote

[When this will happen:]
This policy setting is available now, but we will begin rolling out support for this capability in the Office apps in early September. Support will begin with Version 2108 of Microsoft 365 Apps for enterprise in Current Channel (Preview), followed by Current Channel, and then for Version 2108 in Monthly Enterprise Channel in October. Support will be available at a later date for Semi-Annual Enterprise Channel (Preview) and Semi-Annual Enterprise Channel.
