Outlook desktop will match the highest sensitivity label from attachments on email. Admin could configure this either use the cmdlet set-label policy advanced setting or use the Compliance portal to configure the label policy (Roadmap: 100158). Customer will see automatically or recommendations that email gets the higher label from attachments' label. We apologize for the delay for our Government environments. We will provide a new Roadmap ID for tracking shortly.
