Intelligent classification for Information Governance Records Management is a new Office 365 feature.
We'll be gradually rolling this out to customers in early November 2019.
The roll out will be completed by the end of December 2019.
This roll out is excluded from Office 365 subscriptions with data residency requirements ("https://docs.microsoft.com/office365/enterprise/moving-data-to-new-datacenter-geos" tenants in geos listed in this table).
