Sticky Column Headers is a new SharePoint Online feature. We'll begin rolling this feature out soon.
This enhancement is related to Microsoft 365 Roadmap ID 'https://www.microsoft.com/microsoft-365/roadmap?filters=&featureid=46103'>46103.
We'll be gradually rolling this out to Targeted release Organizations in mid-February 2019, and the roll out will be completed worldwide by the end of April.
