Attack Simulation Training as a service has been Generally Available WW since January 2021. However, due to some partner services being unavailable, the service was unavailable in a handful of regions.
We have worked internally to ensure WW service availability and are pleased to share that Attack Simulation Training will soon be generally available to the tenants listed below:

Tenants in these regions that have Microsoft 365 E5 or Microsoft Defender for Office 365 Plan 2 can start running simulations following the guidance available here. For frequently asked questions, please refer to our FAQ page.
Note: All features except the reported email telemetry will be available in these regions. We are working with our partners internally to enable this and will notify you in an upcoming message center communication.

There is no additional preparation required as the service becomes available.
