People can create new team sites when they click "Create site" from the SharePoint home in Office 365. However, if a person is not enabled to create Office 365 Groups, they would be routed to create a subsite within a designated site collection, and it would not have modern team site features. With this update, people who are not deemed able to create Office 365 Groups will now be able to create modern SharePoint team sites that are not connected to an Office 365 group, though do have the modern user experiences for the home page, lists, libraries - and it is its own standalone site collection. This, too, applies to when a person creates a subsite, it, too, would use the modern design - if subsite creation is not disabled.
