User will be able to create a new news article directly from their SharePoint home page in Office 365. Once you click the "SharePoint" tile app in the Office 365 launcher, you'll see the new "Create news" button next to the "Create site" button. Click "Create news" and then chose from the right-hand fly out pane where you wish to publish the news article to, a team site or a communication site of your choice from the list of sites available to you. And then, write your new news article. Share your news :-).
