We are moving Agent Builder agents to a new, dedicated environment to make it easier to manage and track them separately from the default environment. This change will happen automatically, and no action is needed from administrators. The existing management tools in the Microsoft Admin Center (MAC) will continue to function as they always have.

Initially, we planned to add Custom REST APIs to Agent Builder agents. However, based on early feedback, we have decided not to introduce REST APIs in Agent Builder. For makers who need advanced features, we recommend using Microsoft Copilot Studio (MCS) instead.

2025-04-11MC How AffectWith this change, admins will be able to do the following:
Govern their new dedicated Copilot Studio Agent Builder environment via the Power Platform admin center.
Set a data loss prevention policy for custom actions to apply rules against specific URL patterns. When a policy is applied to the "Copilot Studio agent builder" environment, agents cannot connect to the external service.
In addition, the agent builder is informed that the action is blocked while creating the agent; thus, creating and making updates to existing agents are blocked.

To provide admins ample time to set up these policies, we are placing an automatic sharing limit on agents that have activated a REST API action. If the agent has at least one active REST API action, the agent's sharing options will be restricted to "Only you". This automatic sharing limit only applies to Copilot Studio Agent Builder and will be valid for a limited time . Users can turn all active actions off or remove the connector to share the agent with more users.
Admins will be able to track Agent Builder agents in their new dedicated environment, but nothing new is required from you.
