The Exchange Hybrid Configuration Wizard will detect and copy specific policy and configuration objects from On-Premises to Exchange Online to reduce administrative overhead when setting up a new tenant. The objects evaluated in this phase are; Retention Policy, Retention Policy Tags, OWA Mailbox Policy, Mobile Device Mailbox Policy, Active Sync Mailbox Policy. This phase will only copy and create non-matching objects, i.e. if Policy A exists in both On-Premises and Cloud it will not be copied. If Policy B exists only in On-Premises it will be copied.
