Safe Transfer means that once the transfer is initiated, the original call sticks around until the transfer is complete (i.e. called picked up by transfer-target or redirected to voicemail). If the transfer fails for any reason, the original call can be resumed. This allows the person initiating the transfer to make sure that the caller reaches the right destination, and provide the right messaging if that fails for some reason. E.g. If A calls B, and B transfers A to C. Then the call between A and B is put on hold while the transfer is happening. If the transfer to C fails, then B can resume the original call with A. The transfer to C is termed successful if C picks up, or if A reaches C's voicemail.
