Updated October 13, 2020: To ensure the best possible experience for our users, we are delaying some of our deployments to reduce the amount of change flowing into the services. Please see the updated roll-out timeline below. Note: Currently, there is no way to turn off the Microsoft Lists app completely for a tenant. However, we are working on providing admins the capability to turn off personal list creation via PowerShell. With this setting, users will be able to use the Lists app, but will only be able to create lists in SharePoint Sites.
