summary for non-techies**

Microsoft is updating Microsoft 365 to allow all users to view the full catalog of software agents, regardless of their license, enhancing visibility and understanding of available tools, although access to specific agents will still depend on the user's license.

Direct effects for Operations**

Increased User Confusion
Users without a Microsoft 365 Copilot license may be confused by the availability of agents they cannot install, leading to frustration and decreased productivity.
