In the first wave, which will rollout in early September, customers will be able to use the SharePoint Online Management Shell to enable the Request Files feature even when Anyone Links are disabled. You must download the latest verison of the SPO Management Shell to access this new parameter. To set this up, you will run Set-SPOTenant -OneDriveRequestFilesLinkEnabled $true. Note that changing this setting at this time will have no impact until the second wave of this feature rolls out in late September/October. This wave will cause the Request Files feature to look at the new setting to determine whether or not it is enabled. To learn more about the PowerShell parameters, you can read the documentation on Set-SPOTenant and Set-SPOSite. Please note that you will need to download SharePoint Online Management Shell version 16.0.22516.12000 or later.
If you are not interested in changing this setting, there will be no change in availability of Request Files or Anyone links, either now, or when this feature finishes rolling out.
