Known Issue: Yammer Network Admins cannot manage Yammer Connected Groups if they are not admins of the group.
We are working on addressing this restriction in the future. In the near term, we are working on surfacing the right error messages to let the Network Admins know that their action (adding or removing a member) was not successful.
