Service encryption using Microsoft managed keys provides default encryption for all of Exchange Online data-at-rest. With Microsoft managed keys, data-at-rest always stays encrypted by default. Microsoft manages all cryptographic keys including the root keys in this case. Customers still have the choice to bring their own encryption keys by onboarding to Customer Key.
