MC222870 (Updated) Update to license overallocation process for select subscriptions purchased through Microsoft Volume Licensing Microsoft is updating our license overallocation process to;
Improve the customer experience when executing specific license transition scenarios (like a step-up order or a seat reduction), and
Avoid unintended license consumption.
Our updated license overallocation process permits a customer to temporarily have more licenses assigned to users relative to the number of licenses currently owned.
Overallocation permits the customer to manage the transitioning of user license assignments to align with their new license types and counts while ensuring existing users have uninterrupted access to their services.
This updated process also supports automatic adjusts of overallocations on a periodic basis, eventually aligning with what the customer now owns.
A simple sample scenario;
A customer currently has an E3 subscription for 300 seats. After November 2, 2020, all customers on an Enterprise Agreement will be limited to assigning up to 300 users to an E3 license.
The customer subsequently places a ?Step-up? order for 100 seats of E5. The customer now owns 200 E3 seats and 100 E5 seats.
Prior to any overallocation process, up to 100 existing E3 users could have lost access to the service (100 more E3 licenses are assigned relative to the 200 now owned), even though 100 E5 licenses are now available.
Under the original overallocation logic, there was a fixed amount of overallocation to ensure no user would lose services, however this did not adequately protect customers from overconsumption.
With our updated overallocation logic, 100 E3 seats are automatically provided (matching what had been allocated), to ensure all existing E3 users will maintain access to their Microsoft 365 services. Additionally, as the customer transitions users, periodic adjustments are also made. e.g.; The customer subsequently transitions 75 users from E3 to E5.
When a ?periodic check? occurs, our logic recognizes the license transitions that have taken place and adjusts the overallocation down to 25 (from 100).
Customers remain responsible for their license consumption, therefore the 100 E3 users should be transitioned to E5 as soon as possible to align assignments with what the customer owns now.
Assuming the customer completed their license transitions to E5, when the next ?periodic check? occurs, the remaining 25 seat overallocation will now be adjusted down to 0.
Updated December 09, 2020; This change is being postponed for several months. We will deliver a new Message Center post 30 days in advance once the updated delivery date is confirmed. Thank you for your patience.

MC228224 (Updated) Reminder of Upcoming IE11 Retirement in Microsoft 365 Apps On August 17, 2020, Microsoft officially announced, via MC220490, the timeline for retiring support for Internet Explorer 11 in Microsoft 365 apps. We?d also like to take this opportunity to remind you of the upcoming Microsoft Edge Legacy desktop application retirement, which was announced in parallel with the IE 11 change.
To help customers currently using IE11 prepare for this, we are showing a banner at the top of Microsoft 365 services which contains a link to https://Microsoft.com/Edge the download page for new Microsoft Edge.
In Office for the Web, this banner will be a yellow browser bar in the Word, Excel, PowerPoint, and OneNote for the Web Apps.
The banner will only be shown to customers accessing the web apps through the IE11 browser
The banner is not modal - users will not have to interact with it before using the app in other ways, but they can dismiss it if they choose
The banner is shown to each user once a week. So if a user sees this in Word for the Web, they won't see it again when they boot Excel for the Web that same week.
Updated December 10, 2020; Thank you for your feedback. We will not be moving forward with rolling out the notification banner at this time. Your feedback is greatly appreciated.

MC227292 (Updated) 1:1 Call Recording Policy Introduction Updated November 27, 2020 to clarify the default will be off unless action is taken.
Starting December 18, we're changing how 1;1 Call recording is enabled. Currently, 1;1 Call recording is controlled by the -CsTeamsMeetingPolicy / AllowCloudRecording attribute. We're now changing it so that 1;1 Call recording can be controlled by its own policy. This means that after December 18, 1;1 Call recording will be controlled by the -CsTeamsCallingPolicy / allowCloudRecordingForCalls attribute.
By default this new policy attribute will be set to false, so 1;1 call recording will not work unless you change this attribute to true.

MC222870 (Updated) Update to license overallocation process for select subscriptions purchased through Microsoft Volume Licensing If you only assign licenses using the Microsoft 365 admin center User Interface, this message is for awareness only.
If you utilize license assignment workflow automation (e.g. via PowerShell scripting) AND your automation logic permitted assigning more licenses than owned, you will need to update the automation logic to avoid an overallocation.
To avoid potential process failure, update Automation logic before November 2, 2020.
Note that already licensed users will not see any loss or impact to their service.
If you utilize Group Based Licensing, you should periodically verify your available licenses are adequate for group membership counts.
If you anticipate having an insufficient number of licenses to meet your needs, you may be able to place a license reservation on the https://www.microsoft.com/Licensing/servicecenter/default.aspx Microsoft Volume Licensing Service Center.
You may also want to contact your account team, reseller or partner, who can address questions and place orders on your behalf.
Additional Information;
Our updated license overallocation process only applies to the following license transition scenarios; step-up transitions, intentional true downs, returns and credit scenarios.
To learn more about licensing, including License Reservations and how to make a License Reservation, please visit the https://docs.microsoft.com/licensing/license-faq Licensing FAQ.

Microsoft values feedback and questions from our customers. Please feel free to reach out to your account team, reseller or partner for more information. You may also provide feedback or questions via Message Center.

MC229381 Introducing text predictions in Outlook for Windows When this update rolls out, users will see text predictions when writing an email message in English. When they see suggested text in Outlook for Windows, users can accept the suggested text with the tab or keep typing to ignore.
Text predictions are on by default; users can disabled them in the Mail options in Outlook for Windows.
Disabling this feature in Outlook for Windows will not affect text predictions in Outlook on the web or Outlook for iOS. Eventually, text predictions will support additional languages, which will not require an update to the application or settings.
